Zaposlenici gradske uprave - Renata Vukašina, Sandra Kozina i Mateo Šimunov - bili su članovi stručnog povjerenstva za nabavu koji su potpisali zapisnik o otvaranju, pregledu i ocjeni ponuda pristiglih u postupku javne nabave kojom je Grad Zadar želio angažirati neku tvrtku za usluge čišćenja uredskih prostorija.

Spomenuti je trojac obavio svoj posao 7. studenoga i svoj prijedlog dostavio gradonačelniku Branku Dukiću (HDZ).

Premda su sve tri pristigle ponude ocijenjene kao valjane, prema prijedlogu "komisije" trebalo je – poništiti natječaj! A onda, istog dana, dakle 7. studenoga, gradonačelnik Dukić prihvaća taj prijedlog i potpisuje obavijest o poništenju.

U obrazloženju svoje odluke, prvi čovjek Zadra se oslanja na stav povjerenstva i kaže:

- Nakon otvaranja ponuda utvrđeno je da u ponudbenom troškovniku nisu obuhvaćeni svi poslovni prostori koje je potrebno čistiti.

Iz toga bi se dalo zaključiti da je netko u gradskoj upravi smetnuo s uma koliko to kvadrata uredskih prostorija ima lokalna uprava, pa neke od njih nisu uvrštene u javnu nabavu. A kad je tako, sugerirali su članovi povjerenstva, a gradonačelnik Dukić prihvatio, "naručitelj je obvezan poništiti postupak jednostavne nabave jer su postale poznate okolnosti zbog kojih bi došlo do sadržajno bitno drukčijeg poziva na dostavu ponuda da su bile poznate ranije".

I to je to: netko se od trenutka kada je javni poziv raspisan, pa do otvaranja ponuda, dosjetio da svi gradski uredski prostori nisu navedeni. U lanjskom natječaju je pet, a u ovogodišnjem šest lokacija, što znači da je ukupan broj ove godine uvećan za 350 kvadrata dijela stare zgrade na Narodnom trgu koji lani nisu bili navedeni.

Je li, u međuvremenu, Grad postao vlasnik nekih novih uredskih prostorija, pa su izostavljeni? Ne, u posljednjih mjesec dana Grad nije postao vlasnik niti jedne nove uredske prostorije, potvrđeno nam je u nadležnom Upravnom odjelu za gradsku imovinu.

U javnom pozivu je objavljeno da bi izabrani ponuditelj trebao čistiti oko 800 četvornih metara u novom dijelu zgrade na Narodnom trgu, te oko 395 i 350 kvadrata u starom dijelu te iste zgrade, a na popisu su još i uredske prostorije u Ulici Brne Krnarutića 13 (460 četvornih metara), Pod bedemom 1a (410 kvadrata) i zgrada u Ulici Kaže Zankija 4 (60 četvornih metara). Za čišćenje svega toga u jednogodišnjem razdoblju, lokalna vlast je osigurala 249.875 kuna s PDV-om.

Ni jedna pristigla ponuda nije "prešišala" predviđeni iznos. Javili su se "Domus Grupa" s ponudom od 234 tisuće kuna, tvrtka "Lav zaštita" s ponudom od 225 tisuća kuna i "Nova Clean" s ponudom od 229 tisuća kuna. Prema propozicijama javnog poziva kriterij za odabir ponuda bila je najniža cijena, a nju je dostavila tvrtka "Lav zaštita".

A to je tvrtka u vlasništvu Antuna Novoselovića, nekadašnjega gradskog vijećnika i predsjednika zadarskog SDP-a.

U obrazloženju odluke o poništavanju postupka javne nabave stoji da će novi postupak biti pokrenut nakon izvršnosti odluke o poništenju.

Zaposlenici gradske uprave - Renata Vukašina, Sandra Kozina i Mateo Šimunov - bili su članovi stručnog povjerenstva za nabavu koji su potpisali zapisnik o otvaranju, pregledu i ocjeni ponuda pristiglih u postupku javne nabave kojom je Grad Zadar želio angažirati neku tvrtku za usluge čišćenja uredskih prostorija.

Spomenuti je trojac obavio svoj posao 7. studenoga i svoj prijedlog dostavio gradonačelniku Branku Dukiću (HDZ).

Premda su sve tri pristigle ponude ocijenjene kao valjane, prema prijedlogu "komisije" trebalo je – poništiti natječaj! A onda, istog dana, dakle 7. studenoga, gradonačelnik Dukić prihvaća taj prijedlog i potpisuje obavijest o poništenju.

U obrazloženju svoje odluke, prvi čovjek Zadra se oslanja na stav povjerenstva i kaže:

- Nakon otvaranja ponuda utvrđeno je da u ponudbenom troškovniku nisu obuhvaćeni svi poslovni prostori koje je potrebno čistiti.

Iz toga bi se dalo zaključiti da je netko u gradskoj upravi smetnuo s uma koliko to kvadrata uredskih prostorija ima lokalna uprava, pa neke od njih nisu uvrštene u javnu nabavu. A kad je tako, sugerirali su članovi povjerenstva, a gradonačelnik Dukić prihvatio, "naručitelj je obvezan poništiti postupak jednostavne nabave jer su postale poznate okolnosti zbog kojih bi došlo do sadržajno bitno drukčijeg poziva na dostavu ponuda da su bile poznate ranije".

I to je to: netko se od trenutka kada je javni poziv raspisan, pa do otvaranja ponuda, dosjetio da svi gradski uredski prostori nisu navedeni. U lanjskom natječaju je pet, a u ovogodišnjem šest lokacija, što znači da je ukupan broj ove godine uvećan za 350 kvadrata dijela stare zgrade na Narodnom trgu koji lani nisu bili navedeni.

Je li, u međuvremenu, Grad postao vlasnik nekih novih uredskih prostorija, pa su izostavljeni? Ne, u posljednjih mjesec dana Grad nije postao vlasnik niti jedne nove uredske prostorije, potvrđeno nam je u nadležnom Upravnom odjelu za gradsku imovinu.

U javnom pozivu je objavljeno da bi izabrani ponuditelj trebao čistiti oko 800 četvornih metara u novom dijelu zgrade na Narodnom trgu, te oko 395 i 350 kvadrata u starom dijelu te iste zgrade, a na popisu su još i uredske prostorije u Ulici Brne Krnarutića 13 (460 četvornih metara), Pod bedemom 1a (410 kvadrata) i zgrada u Ulici Kaže Zankija 4 (60 četvornih metara). Za čišćenje svega toga u jednogodišnjem razdoblju, lokalna vlast je osigurala 249.875 kuna s PDV-om.

Ni jedna pristigla ponuda nije "prešišala" predviđeni iznos. Javili su se "Domus Grupa" s ponudom od 234 tisuće kuna, tvrtka "Lav zaštita" s ponudom od 225 tisuća kuna i "Nova Clean" s ponudom od 229 tisuća kuna. Prema propozicijama javnog poziva kriterij za odabir ponuda bila je najniža cijena, a nju je dostavila tvrtka "Lav zaštita".

A to je tvrtka u vlasništvu Antuna Novoselovića, nekadašnjega gradskog vijećnika i predsjednika zadarskog SDP-a.

U obrazloženju odluke o poništavanju postupka javne nabave stoji da će novi postupak biti pokrenut nakon izvršnosti odluke o poništenju.
