Hrvatska elektroprivreda (HEP) i vlasnik Imex banke Branko Buljan, ponovno su se pobunili protiv izgradnje Reverzibilne hidroelektrane (RHE) Vrdovo, planirane na Perućkom jezeru i unutar Parka prirode Dinara.

Iza projekta, kao što smo do sada pisali u više navrata, stoji Zoran Burić, zagrebački poduzetnik i bivši suprug nekadašnje HDZ-ove ministrice vanjskih poslova i današnje tajnice Vijeća Europe, Marije Pejčinović Burić. Njemu je Ministarstvo prostornog uređenja, graditeljstva i državne imovine 6. ožujka ove godine poništilo lokacijsku dozvolu, koju je lani, unatoč protivljenju dijela mještana i stručne javnosti, izdala Županija splitsko-dalmatinska i njezin Upravni odjel za graditeljstvo i prostorno uređenje.

Dozvola je pala čisto zbog protokolarnih razloga, odnosno jer projektanti iz Zagreba i Splita, koje je angažirao vlasnik tvrtke Vrdovo reverzibilne hidroelektrane d.o.o, u svojim zahtjevima pozivali na novi, u međuvremenu izmijenjeni Prostorni plan SD županije, a ne na onaj koji je vrijedio u vrijeme podnošenja. Burić nakon te epizode ispravio i dopunio dokumentaciju, ali Buljan i HEP tijekom javnog uvida koji je trajao do kraja lipnja ocijenili su da to nije dovoljno, a u samom projektu opet našli čitav niz manjkavosti i propusta.

Isušivanje jezera i značajni gubici

Imali smo uvid u njihova očitovanja. HEP tako, među ostalim, tvrdi da se RHE Vrdovo čak planira graditi na katastarskoj čestici 2277/1 Donji Bitelić u njihovom, odnosno vlasništvu sestrinske tvrtke HEP Proizvodnja, te da oni nisu zaprimili nikakav zahtjev, niti dali suglasnost za izgradnju planiranog objekata.

Osim toga, protiv su toga da se za potrebe izgradnje zabata buduće RHE jezero Peruća treba isprazniti ispod kote od 330 metara nadmorske visine, jer je njezina minimalna radna kota 328 m.n.m., a što bi za posljedicu imalo značajne gubitke u proizvodnji kako njihove postojeće Hidroelektrane Peruća, tako i svih ostalih nizvodno na rijeci Cetini.

Još su jednom ponovili i da ne dolazi u obzir da se za vrijeme izgradnje RHE Vrdovo transport strojeva i materijala odvija preko HE Peruća, jer bi čak moglo doći do oštećenja i urušavanja krune brane. Investitor se branio time da je u idejnom projektu to "nespretno napisano" odnosno da mu je namjena bila da se na tu servisnu prometnicu ukaže kao eventualnu mogućnost za terete koji svojom težinom ne bi ugrozili stabilnost konstrukcije postojeće brane.

– HEP ne može ulaziti u meritum toga što je bila namjera, već je potrebno nedvosmisleno i izrijekom navesti u projektnoj dokumentaciji da se kod izgradnje neće koristi cesta preko brane Peruća – očitali se lekciju iz ove državne tvrtke Buriću i ekipi.

Za njih isto tako ne dolazi u obzir nikakva miniranja za potreba izgradnje donjeg tlačnog tunela, rušenja zagata i slično jer bi, kako tvrde, sve to moglo imati potresni utjecaj na branu HE Peruća, te njenu stabilnost.

– U Očitovanju na posebni uvjet investitor je opisao metodu NATM (novu austrijsku metodu tuneliranja) te dao svoje viđenje utjecaja radova miniranja na branu i injekcijsku zavjesu. Unatoč tome HEP ostaje pri predmetnom uvjetu – napisali su HEP-ovci u svom očitovanju i također inzistirali da se mora voditi računa da se radovima ne naruši propisana kakvoća vode u jezeru, odakle se danas opskrbljuju vodovodi u Sinju, Omišu i Makarskoj, a Splitu je to jedini preostali resurs vode djevičanske kvalitete u budućnosti, nakon što su ispitivanja ukazala na ugroženost Jadra.

Zadovoljavanje forme da bi se zavaralo?

Bankar Buljan, koji je na svojoj starini napravio poveći objekt za odmor i raspolaže većim brojem zemljišnih čestica u susjedstvu, ističe da Burićev projekt, iako je on dostavio izjavu o usklađenosti s prostornim planom na kojemu se lokacijska dozvola temelji, i dalje nije u skladu s prostornim planaom Županije, kao i niza općina (Hrvace, Muć, Klis) kojima bi trebala proći trasa budućeg dalekovoda kojim bi se struja transportirala do TS u Konjskom i na toj točki ulazila u elektro-energetski sustav RH.

– Promijenjena je samo prva stranica kod Izjave projektanta, dok je preostalo sve ostalo isto. Ovo da bi se zadovoljilo formu i zavaralo, dok promjene u sadržaju nema, a samim time nije ni udovoljeno traženju višeg tijela (Ministarstva graditeljstva) – bez puno uvijanja je napisao Buljan, koji je Županiju i nadležni upravi odjel optužio da su bili vrlo blagonakloni prema Buriću, koji je u travnju tražio produženje roka za ispravak i dopunu dokumentacije za 45 dana, a oni su mu, tvrdi, odobrili čak i više.

U cijeloj priči dogodio se i jedan apsurd, odnosno da su nedavno dostavljeni posebni uvjeti HEP-a od 22. svibnja 2018. godine. Buljan zaključuje da je očito to bio propust, tako da je tek sada, pet godina poslije, Burić dostavio svoje očitovanje na njih, a da pritom nije utvrđeno jesu li se stanje na terenu, kao i uvjeti u međuvremenu promijenili (Posebni uvjeti imaju svoj rok važenja).

– Iz svega navedenog proizilazi da nisu ispunjeni uvjeti za izdavanje lokacijske dozvole – slažu se u svojim zaključcima HEP i Buljan.

Vrući krumpir zvan RHE Vrdovo opet je u rukama Županije, a što god u Splitu odlučili, očito je da će ponovno svoj sud i konačnu presudu morati donijeti Zagreb.

HE Peruća ne smije biti ugrožena - poručuju iz HEP-a

Hrvatska elektroprivreda (HEP) i vlasnik Imex banke Branko Buljan, ponovno su se pobunili protiv izgradnje Reverzibilne hidroelektrane (RHE) Vrdovo, planirane na Perućkom jezeru i unutar Parka prirode Dinara.

Iza projekta, kao što smo do sada pisali u više navrata, stoji Zoran Burić, zagrebački poduzetnik i bivši suprug nekadašnje HDZ-ove ministrice vanjskih poslova i današnje tajnice Vijeća Europe, Marije Pejčinović Burić. Njemu je Ministarstvo prostornog uređenja, graditeljstva i državne imovine 6. ožujka ove godine poništilo lokacijsku dozvolu, koju je lani, unatoč protivljenju dijela mještana i stručne javnosti, izdala Županija splitsko-dalmatinska i njezin Upravni odjel za graditeljstvo i prostorno uređenje.

Dozvola je pala čisto zbog protokolarnih razloga, odnosno jer projektanti iz Zagreba i Splita, koje je angažirao vlasnik tvrtke Vrdovo reverzibilne hidroelektrane d.o.o, u svojim zahtjevima pozivali na novi, u međuvremenu izmijenjeni Prostorni plan SD županije, a ne na onaj koji je vrijedio u vrijeme podnošenja. Burić nakon te epizode ispravio i dopunio dokumentaciju, ali Buljan i HEP tijekom javnog uvida koji je trajao do kraja lipnja ocijenili su da to nije dovoljno, a u samom projektu opet našli čitav niz manjkavosti i propusta.

Isušivanje jezera i značajni gubici

Imali smo uvid u njihova očitovanja. HEP tako, među ostalim, tvrdi da se RHE Vrdovo čak planira graditi na katastarskoj čestici 2277/1 Donji Bitelić u njihovom, odnosno vlasništvu sestrinske tvrtke HEP Proizvodnja, te da oni nisu zaprimili nikakav zahtjev, niti dali suglasnost za izgradnju planiranog objekata.

Osim toga, protiv su toga da se za potrebe izgradnje zabata buduće RHE jezero Peruća treba isprazniti ispod kote od 330 metara nadmorske visine, jer je njezina minimalna radna kota 328 m.n.m., a što bi za posljedicu imalo značajne gubitke u proizvodnji kako njihove postojeće Hidroelektrane Peruća, tako i svih ostalih nizvodno na rijeci Cetini.

Još su jednom ponovili i da ne dolazi u obzir da se za vrijeme izgradnje RHE Vrdovo transport strojeva i materijala odvija preko HE Peruća, jer bi čak moglo doći do oštećenja i urušavanja krune brane. Investitor se branio time da je u idejnom projektu to "nespretno napisano" odnosno da mu je namjena bila da se na tu servisnu prometnicu ukaže kao eventualnu mogućnost za terete koji svojom težinom ne bi ugrozili stabilnost konstrukcije postojeće brane.

– HEP ne može ulaziti u meritum toga što je bila namjera, već je potrebno nedvosmisleno i izrijekom navesti u projektnoj dokumentaciji da se kod izgradnje neće koristi cesta preko brane Peruća – očitali se lekciju iz ove državne tvrtke Buriću i ekipi.

Za njih isto tako ne dolazi u obzir nikakva miniranja za potreba izgradnje donjeg tlačnog tunela, rušenja zagata i slično jer bi, kako tvrde, sve to moglo imati potresni utjecaj na branu HE Peruća, te njenu stabilnost.

– U Očitovanju na posebni uvjet investitor je opisao metodu NATM (novu austrijsku metodu tuneliranja) te dao svoje viđenje utjecaja radova miniranja na branu i injekcijsku zavjesu. Unatoč tome HEP ostaje pri predmetnom uvjetu – napisali su HEP-ovci u svom očitovanju i također inzistirali da se mora voditi računa da se radovima ne naruši propisana kakvoća vode u jezeru, odakle se danas opskrbljuju vodovodi u Sinju, Omišu i Makarskoj, a Splitu je to jedini preostali resurs vode djevičanske kvalitete u budućnosti, nakon što su ispitivanja ukazala na ugroženost Jadra.

Zadovoljavanje forme da bi se zavaralo?

Bankar Buljan, koji je na svojoj starini napravio poveći objekt za odmor i raspolaže većim brojem zemljišnih čestica u susjedstvu, ističe da Burićev projekt, iako je on dostavio izjavu o usklađenosti s prostornim planom na kojemu se lokacijska dozvola temelji, i dalje nije u skladu s prostornim planaom Županije, kao i niza općina (Hrvace, Muć, Klis) kojima bi trebala proći trasa budućeg dalekovoda kojim bi se struja transportirala do TS u Konjskom i na toj točki ulazila u elektro-energetski sustav RH.

– Promijenjena je samo prva stranica kod Izjave projektanta, dok je preostalo sve ostalo isto. Ovo da bi se zadovoljilo formu i zavaralo, dok promjene u sadržaju nema, a samim time nije ni udovoljeno traženju višeg tijela (Ministarstva graditeljstva) – bez puno uvijanja je napisao Buljan, koji je Županiju i nadležni upravi odjel optužio da su bili vrlo blagonakloni prema Buriću, koji je u travnju tražio produženje roka za ispravak i dopunu dokumentacije za 45 dana, a oni su mu, tvrdi, odobrili čak i više.

U cijeloj priči dogodio se i jedan apsurd, odnosno da su nedavno dostavljeni posebni uvjeti HEP-a od 22. svibnja 2018. godine. Buljan zaključuje da je očito to bio propust, tako da je tek sada, pet godina poslije, Burić dostavio svoje očitovanje na njih, a da pritom nije utvrđeno jesu li se stanje na terenu, kao i uvjeti u međuvremenu promijenili (Posebni uvjeti imaju svoj rok važenja).

– Iz svega navedenog proizilazi da nisu ispunjeni uvjeti za izdavanje lokacijske dozvole – slažu se u svojim zaključcima HEP i Buljan.

Vrući krumpir zvan RHE Vrdovo opet je u rukama Županije, a što god u Splitu odlučili, očito je da će ponovno svoj sud i konačnu presudu morati donijeti Zagreb.
