Na privatnom zemljištu u središtu Dicma, između izgrađenih obiteljskih kuća i nedavno otvorenog prodajnog centra, nasuprot zgrade Općine, Pošte i zdravstvene stanice, više od pola godine egzistira parkiralište tegljača i kamiona na kojima je natpis tvrtke "Zlinje".

Radi se o tvrtki sa sjedištem u Baltu na Korčuli koja je, po Fininim podacima, osnovana 1995. godine, za trgovinu i maslinarstvo, ali je protekom godina registrirana za niz dodatnih poslova, uključujući graditeljstvo i cestovni prijevoz. Skupina stanovnika Dicma, iz susjedstva toga parkirališta, koji su zatražili anonimnost kako ne bi imali neugodnosti, pozvali su Slobodnu Dalmaciju, jer su, kako kažu, njihovi dosadašnji pokušaji da se teški kamioni izmjeste s te parcele na kojoj su, tvrde, nelegalno, ostali bezuspješni.

Čini im se i da su institucije kojima su se do sada obraćali odradile posao samo kako ih se ne bi moglo javno prozivati da nisu ništa napravile. Ono što svakodnevno proživljavaju sve im je nepodnošljivije i zagorčava im život.

– Tijekom cijelog dana na to zemljište dolaze i odlaze tegljači i manja teretna vozila. Tu se obavlja prekrcaj robe, a često se na kamionima obavljaju i popravci. Sve to se događa na prostoru koji ni po čemu nije niti može biti parkiralište za teške kamione – kažu nam nezadovoljni građani.

Nezadovoljni Dicmanjani angažirali su odvjetnika koji se u njihovo ime 5. srpnja 2022. godine obratio Županijskoj upravi za ceste (ŽUC) Split i Ministarstvu prometa, te im je dostavio prijavu nelegalnog parkirališta i cestovnog priključka. Reakcije su stigle s obje adrese.

Odgovarajući na pitanja iz Ministarstva prometa, u ŽUC-u su ustvrdili da su u više navrata obavljali očevid i u dogovoru s lokalnom samoupravom i vlasnicima zemljišta pokušavali riješiti problem. U međuvremenu je, kako su istaknuli, stranka, za koju ne navode ime, "obavijestila ŽUC da priprema dokumentaciju i pokretanje upravnog postupka za dobivanje lokacijske, odnosno građevinske dozvole za priključenje na javnu cestu".

Iz ŽUC-a su naveli i ovo:

– U kontaktu s inspektorom za ceste, ŽUC je dobio rješenje oko poduzimanja svih upravnih i tehničkih mjera oko uklanjanja nelegalnog priključka na nelegalno parkiralište teretnih vozila. Izdan je nalog tvrtki "Županijske ceste Split" za provedbu pripremnih radnji i za zatvaranje nelegalnog cestovnog priključka na županijsku cestu u centru Dicma.

Na kraju odgovora Ministarstvu prometa, odvjetniku Dicmanjana, ali i svima koji bi mogli i trebali biti zainteresirani, u dopisu ŽUC-a, kojega potpisuje ravnatelj Petar Škorić, navodi se da je "zatvaranje nelegalnog cestovnog priključka na javnu cestu" obavljeno "postavljanjem betonskih elemenata".

Postavljeni betonski elementi koji su onemogućavali priključak s nelegalnog parkirališta na javnu cestu ubrzo su maknuti. Ne u cjelosti, ali uklonjeno je nekoliko elemenata, sasvim dovoljno da se s tegljačima može nesmetano ući s ceste na parcelu i obratno.

Posredstvom adrese objavljene na mrežnoj stranici uputili smo pitanje tvrtki "Zlinje", ali odgovor nismo dobili. Zatražili smo i komentar od Petra Maretića, načelnika Općine Dicmo, koji svakodnevno pri dolasku na posao i odlasku kući ne može ne vidjeti nelegalno parkiralište.

– Ovakve poslovne aktivnosti bile bi primjerene u našoj Radnoj zoni. Prema općinskim prostorno-planskim dokumentima na ovom lokalitetu predviđena je stambena zona unutar koje mogu biti dopuštene tihe djelatnosti poput trgovina, usluga i slično.

Dicmo je za ovakve djelatnosti osiguralo prostor u Radnoj zoni i željeli bismo da rade tamo. Inače smo kao Općina nemoćni u rješavanju ovoga problema naših građana – kaže Maretić.

Dok je općinski načelnik nemoćan, oni koji su moćni rade kako im se i gdje prohtije, a to što će zbog njihova profita kroz nelegalno parkiralište ispaštati građani baš ih i ne zanima.

Na privatnom zemljištu u središtu Dicma, između izgrađenih obiteljskih kuća i nedavno otvorenog prodajnog centra, nasuprot zgrade Općine, Pošte i zdravstvene stanice, više od pola godine egzistira parkiralište tegljača i kamiona na kojima je natpis tvrtke "Zlinje".

Radi se o tvrtki sa sjedištem u Baltu na Korčuli koja je, po Fininim podacima, osnovana 1995. godine, za trgovinu i maslinarstvo, ali je protekom godina registrirana za niz dodatnih poslova, uključujući graditeljstvo i cestovni prijevoz. Skupina stanovnika Dicma, iz susjedstva toga parkirališta, koji su zatražili anonimnost kako ne bi imali neugodnosti, pozvali su Slobodnu Dalmaciju, jer su, kako kažu, njihovi dosadašnji pokušaji da se teški kamioni izmjeste s te parcele na kojoj su, tvrde, nelegalno, ostali bezuspješni.

Čini im se i da su institucije kojima su se do sada obraćali odradile posao samo kako ih se ne bi moglo javno prozivati da nisu ništa napravile. Ono što svakodnevno proživljavaju sve im je nepodnošljivije i zagorčava im život.

– Tijekom cijelog dana na to zemljište dolaze i odlaze tegljači i manja teretna vozila. Tu se obavlja prekrcaj robe, a često se na kamionima obavljaju i popravci. Sve to se događa na prostoru koji ni po čemu nije niti može biti parkiralište za teške kamione – kažu nam nezadovoljni građani.

Nezadovoljni Dicmanjani angažirali su odvjetnika koji se u njihovo ime 5. srpnja 2022. godine obratio Županijskoj upravi za ceste (ŽUC) Split i Ministarstvu prometa, te im je dostavio prijavu nelegalnog parkirališta i cestovnog priključka. Reakcije su stigle s obje adrese.

Odgovarajući na pitanja iz Ministarstva prometa, u ŽUC-u su ustvrdili da su u više navrata obavljali očevid i u dogovoru s lokalnom samoupravom i vlasnicima zemljišta pokušavali riješiti problem. U međuvremenu je, kako su istaknuli, stranka, za koju ne navode ime, "obavijestila ŽUC da priprema dokumentaciju i pokretanje upravnog postupka za dobivanje lokacijske, odnosno građevinske dozvole za priključenje na javnu cestu".

Iz ŽUC-a su naveli i ovo:

– U kontaktu s inspektorom za ceste, ŽUC je dobio rješenje oko poduzimanja svih upravnih i tehničkih mjera oko uklanjanja nelegalnog priključka na nelegalno parkiralište teretnih vozila. Izdan je nalog tvrtki "Županijske ceste Split" za provedbu pripremnih radnji i za zatvaranje nelegalnog cestovnog priključka na županijsku cestu u centru Dicma.

Na kraju odgovora Ministarstvu prometa, odvjetniku Dicmanjana, ali i svima koji bi mogli i trebali biti zainteresirani, u dopisu ŽUC-a, kojega potpisuje ravnatelj Petar Škorić, navodi se da je "zatvaranje nelegalnog cestovnog priključka na javnu cestu" obavljeno "postavljanjem betonskih elemenata".

Postavljeni betonski elementi koji su onemogućavali priključak s nelegalnog parkirališta na javnu cestu ubrzo su maknuti. Ne u cjelosti, ali uklonjeno je nekoliko elemenata, sasvim dovoljno da se s tegljačima može nesmetano ući s ceste na parcelu i obratno.

Posredstvom adrese objavljene na mrežnoj stranici uputili smo pitanje tvrtki "Zlinje", ali odgovor nismo dobili. Zatražili smo i komentar od Petra Maretića, načelnika Općine Dicmo, koji svakodnevno pri dolasku na posao i odlasku kući ne može ne vidjeti nelegalno parkiralište.

– Ovakve poslovne aktivnosti bile bi primjerene u našoj Radnoj zoni. Prema općinskim prostorno-planskim dokumentima na ovom lokalitetu predviđena je stambena zona unutar koje mogu biti dopuštene tihe djelatnosti poput trgovina, usluga i slično.

Dicmo je za ovakve djelatnosti osiguralo prostor u Radnoj zoni i željeli bismo da rade tamo. Inače smo kao Općina nemoćni u rješavanju ovoga problema naših građana – kaže Maretić.

Dok je općinski načelnik nemoćan, oni koji su moćni rade kako im se i gdje prohtije, a to što će zbog njihova profita kroz nelegalno parkiralište ispaštati građani baš ih i ne zanima.
