Uoči iduće sjednice dubrovačkog Gradskoga vijeća na kojoj će se naći prijedlog rebalansa proračuna za 2021 godinu, gradski vijećnik Andro Vlahušić poručuje kako je za takvu odluku prekasno, jer, ističe u priopćenju, ' u naredna dva mjeseca nije moguće napraviti ijedan kvalitetan prijedlog za prihodovnu ili rashodovnu stranu proračuna'.

- U ovoj godini Grad će uprihodovati 240 milijuna kuna izvornih nenamjenskih prihoda o kojima Gradsko vijeće i gradonačelnik odlučuju samostalno. Namjenski prihodi iznositi će 188 milijuna kuna, od kojih većinu čine komunalna naknada i komunalni doprinos te kreditno zaduženje. U ovoj godini grad će se zadužiti za 75 milijuna kuna, uzeto je dodatnih 30 milijuna kuna kredita u ovoj godina, a 45 milijuna kuna su neutrošena sredstva od ranijih godina. Sa novih 30 milijuna kuna kredita, iznos uzetih kredita u protekle četiri godine premašuje 350 milijuna kuna. Ove godine izdvojiti će se 25 milijuna kuna za otplatu, a narednih godina rata kredita biti će znatno veća. Proračunski korisnici imati će prihod u iznosu od 87 milijuna kuna, koji nije izvorni prihod grada, nego samo obračunska obaveza. Osim rezervata Lokruma, svi proračunski korisnici financiraju se sa više od sedamdeset posto iz izvornih prihoda grada - poručuje Vlahušić dodajući kako najveći pojedinačni prihod u proračun dolazi od poreza na dohodak koji iznosi 100 milijuna kuna.

- Deset milijuna kuna je prirez, 25 milijuna kuna je porez na imovinu, a porez na potrošnju 4.5 milijuna kuna. Prodajom imovine, zgrade i zemljišta planira se ostvariti 7.2 milijuna kuna. Nažalost iz materijala se ne vidi koju gradsku imovinu se prodaje i kome. Od najma gradske imovine ostvariti će se 77 milijuna kuna, a u materijalima posebno se ističe da je zbog pandemije pao prihod od prodaje ulaznica za zidine, Ducarda, koncesije za žičaru, naplate zaustavljanja na Pilama, te najma poslovnih porostora i javnih površina - pojašnjava Andro Vlahušić te se osvrće na rashode Grada Dubrovnika.

- Na rashodovnoj strani ističe se da su troškovi plaća porasli za deset posto i iznose 200 milijuna kuna. Pomoći iz državnoga proračuna za plaće iznose 58.5 milijuna kuna, što znači da grad i sami korisnici proračuna za plaće trebaju izdvojiti 140 milijuna kuna. Treba napomenuti da smo jedini Grad u Hrvatskoj koji plaće još nije vratio na predepidemijsko razdoblje, osim za Dječje vrtiće. Dosadašnji financijski model upravljanja gradom se potrošio, a kriza ga je samo ogolila.

Kredite više ne možemo uzimati, jer smo prešli granicu od dvadeset posto zaduženosti grada, kao ni davati jamstva gradskim tvrtkama za njihova zaduženja. Narednih deset godina otplata kredita predstavljati će veliki teret za građane i proračun. Troškovi plaća kontinuirano rastu, a broj zaposlenika u gradskoj upravi približio se brojci od tristo osoba u radnom odnosu. Zaposleno je više od dvadeset sadašnjih i bivših pročelnika.

Održivo financiranje grada, moguće je samo uz odgovorno upravljanje gradskom imovinom, te razvojem Dubrovnik carda, kao glavnoga izvora proračunskih prihoda u narednim desetljećima.

U prvome koraku, do kraja tekuće godine, treba izjednačiti cijene ulaznica za zidine sa cijenom jednodnevne Ducard, te napraviti operativno tijelo sastavljeno od predstavnika Gradske uprave i Gradskoga vijeća koje će koordinirati razvoj Dubrovnik carda - zaključuje gradski vijećnik Andro Vlahušić.

Uoči iduće sjednice dubrovačkog Gradskoga vijeća na kojoj će se naći prijedlog rebalansa proračuna za 2021 godinu, gradski vijećnik Andro Vlahušić poručuje kako je za takvu odluku prekasno, jer, ističe u priopćenju, ' u naredna dva mjeseca nije moguće napraviti ijedan kvalitetan prijedlog za prihodovnu ili rashodovnu stranu proračuna'.

- U ovoj godini Grad će uprihodovati 240 milijuna kuna izvornih nenamjenskih prihoda o kojima Gradsko vijeće i gradonačelnik odlučuju samostalno. Namjenski prihodi iznositi će 188 milijuna kuna, od kojih većinu čine komunalna naknada i komunalni doprinos te kreditno zaduženje. U ovoj godini grad će se zadužiti za 75 milijuna kuna, uzeto je dodatnih 30 milijuna kuna kredita u ovoj godina, a 45 milijuna kuna su neutrošena sredstva od ranijih godina. Sa novih 30 milijuna kuna kredita, iznos uzetih kredita u protekle četiri godine premašuje 350 milijuna kuna. Ove godine izdvojiti će se 25 milijuna kuna za otplatu, a narednih godina rata kredita biti će znatno veća. Proračunski korisnici imati će prihod u iznosu od 87 milijuna kuna, koji nije izvorni prihod grada, nego samo obračunska obaveza. Osim rezervata Lokruma, svi proračunski korisnici financiraju se sa više od sedamdeset posto iz izvornih prihoda grada - poručuje Vlahušić dodajući kako najveći pojedinačni prihod u proračun dolazi od poreza na dohodak koji iznosi 100 milijuna kuna.

- Deset milijuna kuna je prirez, 25 milijuna kuna je porez na imovinu, a porez na potrošnju 4.5 milijuna kuna. Prodajom imovine, zgrade i zemljišta planira se ostvariti 7.2 milijuna kuna. Nažalost iz materijala se ne vidi koju gradsku imovinu se prodaje i kome. Od najma gradske imovine ostvariti će se 77 milijuna kuna, a u materijalima posebno se ističe da je zbog pandemije pao prihod od prodaje ulaznica za zidine, Ducarda, koncesije za žičaru, naplate zaustavljanja na Pilama, te najma poslovnih porostora i javnih površina - pojašnjava Andro Vlahušić te se osvrće na rashode Grada Dubrovnika.

- Na rashodovnoj strani ističe se da su troškovi plaća porasli za deset posto i iznose 200 milijuna kuna. Pomoći iz državnoga proračuna za plaće iznose 58.5 milijuna kuna, što znači da grad i sami korisnici proračuna za plaće trebaju izdvojiti 140 milijuna kuna. Treba napomenuti da smo jedini Grad u Hrvatskoj koji plaće još nije vratio na predepidemijsko razdoblje, osim za Dječje vrtiće. Dosadašnji financijski model upravljanja gradom se potrošio, a kriza ga je samo ogolila.

Kredite više ne možemo uzimati, jer smo prešli granicu od dvadeset posto zaduženosti grada, kao ni davati jamstva gradskim tvrtkama za njihova zaduženja. Narednih deset godina otplata kredita predstavljati će veliki teret za građane i proračun. Troškovi plaća kontinuirano rastu, a broj zaposlenika u gradskoj upravi približio se brojci od tristo osoba u radnom odnosu. Zaposleno je više od dvadeset sadašnjih i bivših pročelnika.

Održivo financiranje grada, moguće je samo uz odgovorno upravljanje gradskom imovinom, te razvojem Dubrovnik carda, kao glavnoga izvora proračunskih prihoda u narednim desetljećima.

U prvome koraku, do kraja tekuće godine, treba izjednačiti cijene ulaznica za zidine sa cijenom jednodnevne Ducard, te napraviti operativno tijelo sastavljeno od predstavnika Gradske uprave i Gradskoga vijeća koje će koordinirati razvoj Dubrovnik carda - zaključuje gradski vijećnik Andro Vlahušić.

VIJEĆNIK ANDRO VLAHUŠIĆ O REBALANSU DUBROVAČKOG PRORAČUNA: Kredite Grad više ne može uzimati, živjeti možemo jedino od rada i imovine!

Uoči iduće sjednice dubrovačkog Gradskoga vijeća na kojoj će se naći prijedlog rebalansa proračuna za 2021 godinu, gradski vijećnik Andro Vlahušić poručuje kako je za takvu odluku prekasno, jer, ističe u priopćenju, ' u naredna dva mjeseca nije moguće napraviti ijedan kvalitetan prijedlog za prihodovnu ili rashodovnu stranu proračuna'.

- U ovoj godini Grad će uprihodovati 240 milijuna kuna izvornih nenamjenskih prihoda o kojima Gradsko vijeće i gradonačelnik odlučuju samostalno. Namjenski prihodi iznositi će 188 milijuna kuna, od kojih većinu čine komunalna naknada i komunalni doprinos te kreditno zaduženje. U ovoj godini grad će se zadužiti za 75 milijuna kuna, uzeto je dodatnih 30 milijuna kuna kredita u ovoj godina, a 45 milijuna kuna su neutrošena sredstva od ranijih godina. Sa novih 30 milijuna kuna kredita, iznos uzetih kredita u protekle četiri godine premašuje 350 milijuna kuna. Ove godine izdvojiti će se 25 milijuna kuna za otplatu, a narednih godina rata kredita biti će znatno veća. Proračunski korisnici imati će prihod u iznosu od 87 milijuna kuna, koji nije izvorni prihod grada, nego samo obračunska obaveza. Osim rezervata Lokruma, svi proračunski korisnici financiraju se sa više od sedamdeset posto iz izvornih prihoda grada - poručuje Vlahušić dodajući kako najveći pojedinačni prihod u proračun dolazi od poreza na dohodak koji iznosi 100 milijuna kuna.

- Deset milijuna kuna je prirez, 25 milijuna kuna je porez na imovinu, a porez na potrošnju 4.5 milijuna kuna. Prodajom imovine, zgrade i zemljišta planira se ostvariti 7.2 milijuna kuna.
