Od idućeg tjedna na snazi je novi Pravilnik o zdravstvenim pregledima vozača i kandidata za vozače, kojim se liječnici obvezuju prijaviti policiji svako zdravstveno stanje svog pacijenta zbog kojeg ne bi trebao sjesti za volan dulje od šest mjeseci.

Za zdravstvene tegobe koje umanjuju sposobnost upravljanja automobilom, a liječnik procijeni da će trajati kraće od šest mjeseci, liječnik će upozoriti pacijenta na tu činjenicu. Njegovu će dijagnozu koja je rizična za sigurnost prometa, kao i činjenicu da mu je izrekao upozorenje, upisati u medicinsku dokumentaciju.

Prema novom pravilniku, pacijente se neće prijavljivati policiji za privremena stanja poput išijasa, kostobolje, upale očiju ili privremenog akutnog stresa koji se liječi sredstvima za smirenje koja ometaju koncentraciju pri vožnji.

Liječnik će ih upozoriti da ne bi trebalo voziti automobil, a odgovornost za izbjegavanje upravljanja vozilom sve dok se ne izliječe, bit će na pacijentu. Razlog za prijavu policiji bit će, s druge strane, zdravstvena stanja koja sigurno neće proći za nekoliko mjeseci, na primjer, kronična bolest lokomotornog sustava, teža srčana bolest, teška apneja, poremećaj ravnoteže i koordinacije te drugi neurološki poremećaji…

– Nekoliko smo godina tražili izmjenu zakona, a djelomično smo uspjeli jer je prijedlog bio da mi direktno obustavljamo vozačke dozvole. Uspjeli smo da do toga ne dođe i da ipak pacijent snosi i osobnu odgovornost, a ne da bude za sve kriv liječnik, ističe za Novi list Nataša Ban Toskić, predsjednica Koordinacije obiteljskih liječnika (KoHOM).

Novi zakon je unio promjenu da se u njemu razlikuju zdravstvena stanja koja rezultiraju nesposobnošću za vožnju do šest mjeseci i stanja dulja od tog roka, a u pravilniku su točno propisana stanja u kojima liječnik obiteljske medicine pacijentu treba usmeno reći da nije preporučljivo da vozi određeno vrijeme, i to zapisati u karton. Ako je neko stanje ozbiljnije, prijavit će ga svakako MUP-u.

Nezgodno je, dodaje, što se osim popisanih stanja u pravilniku spominje i jedan neodređeni izraz – ‘i sva druga stanja‘.

– To je onda ostavljeno na procjenu liječniku, što će ipak donijeti neke neujednačenosti u postupanju. Za nas je to jako nezgodno, i potencijalni je izvor konflikata s pacijentima, upozorava Ban Toskić.

U slučaju da vozač kojeg je liječnik upozorio da ne bi trebao voziti izazove prometnu nesreću, sud će zatražiti presliku zdravstvenog kartona. Ako se uspostavi da se pacijent ne pridržava upozorenja koje je dobio od liječnika, a sudjelovao je u nekoj prometnoj nesreći, bit će osobno odgovoran za to.

- Tu nema liječničke suodgovornosti jer je pacijent upozoren, i to je upisano u liječnički karton. To se onda na sudu jasno vidi - navodi predsjednica KoHOM-a.

Iako se odustalo od najrigoroznije opcije, obiteljski liječnici i nakon stupanja na snagu ovog pravilnika očekuju više konflikata s pacijentima.

– Nitko ne voli da ne smije voziti. I da je za to sam odgovoran. A istodobno svi vozači moraju biti svjesni da i sami imaju tu najveću odgovornost za upravljanje vozilom. Dragi vozači, nisu doktori krivi što vi trenutno niste sposobni upravljati vozilom, poručuje Ban Toskić za Novi list.

Od idućeg tjedna na snazi je novi Pravilnik o zdravstvenim pregledima vozača i kandidata za vozače, kojim se liječnici obvezuju prijaviti policiji svako zdravstveno stanje svog pacijenta zbog kojeg ne bi trebao sjesti za volan dulje od šest mjeseci.

Za zdravstvene tegobe koje umanjuju sposobnost upravljanja automobilom, a liječnik procijeni da će trajati kraće od šest mjeseci, liječnik će upozoriti pacijenta na tu činjenicu. Njegovu će dijagnozu koja je rizična za sigurnost prometa, kao i činjenicu da mu je izrekao upozorenje, upisati u medicinsku dokumentaciju.

Prema novom pravilniku, pacijente se neće prijavljivati policiji za privremena stanja poput išijasa, kostobolje, upale očiju ili privremenog akutnog stresa koji se liječi sredstvima za smirenje koja ometaju koncentraciju pri vožnji.

Liječnik će ih upozoriti da ne bi trebalo voziti automobil, a odgovornost za izbjegavanje upravljanja vozilom sve dok se ne izliječe, bit će na pacijentu. Razlog za prijavu policiji bit će, s druge strane, zdravstvena stanja koja sigurno neće proći za nekoliko mjeseci, na primjer, kronična bolest lokomotornog sustava, teža srčana bolest, teška apneja, poremećaj ravnoteže i koordinacije te drugi neurološki poremećaji…

– Nekoliko smo godina tražili izmjenu zakona, a djelomično smo uspjeli jer je prijedlog bio da mi direktno obustavljamo vozačke dozvole. Uspjeli smo da do toga ne dođe i da ipak pacijent snosi i osobnu odgovornost, a ne da bude za sve kriv liječnik, ističe za Novi list Nataša Ban Toskić, predsjednica Koordinacije obiteljskih liječnika (KoHOM).

Novi zakon je unio promjenu da se u njemu razlikuju zdravstvena stanja koja rezultiraju nesposobnošću za vožnju do šest mjeseci i stanja dulja od tog roka, a u pravilniku su točno propisana stanja u kojima liječnik obiteljske medicine pacijentu treba usmeno reći da nije preporučljivo da vozi određeno vrijeme, i to zapisati u karton. Ako je neko stanje ozbiljnije, prijavit će ga svakako MUP-u.

Nezgodno je, dodaje, što se osim popisanih stanja u pravilniku spominje i jedan neodređeni izraz – ‘i sva druga stanja‘.

– To je onda ostavljeno na procjenu liječniku, što će ipak donijeti neke neujednačenosti u postupanju. Za nas je to jako nezgodno, i potencijalni je izvor konflikata s pacijentima, upozorava Ban Toskić.

U slučaju da vozač kojeg je liječnik upozorio da ne bi trebao voziti izazove prometnu nesreću, sud će zatražiti presliku zdravstvenog kartona. Ako se uspostavi da se pacijent ne pridržava upozorenja koje je dobio od liječnika, a sudjelovao je u nekoj prometnoj nesreći, bit će osobno odgovoran za to.

- Tu nema liječničke suodgovornosti jer je pacijent upozoren, i to je upisano u liječnički karton. To se onda na sudu jasno vidi - navodi predsjednica KoHOM-a.

Iako se odustalo od najrigoroznije opcije, obiteljski liječnici i nakon stupanja na snagu ovog pravilnika očekuju više konflikata s pacijentima.

– Nitko ne voli da ne smije voziti. I da je za to sam odgovoran. A istodobno svi vozači moraju biti svjesni da i sami imaju tu najveću odgovornost za upravljanje vozilom. Dragi vozači, nisu doktori krivi što vi trenutno niste sposobni upravljati vozilom, poručuje Ban Toskić za Novi list.

Liječnici će ljude morati prijavljivati policiji: ‘S ovim tegobama nećete moći voziti šest mjeseci...‘

Od idućeg tjedna na snazi je novi Pravilnik o zdravstvenim pregledima vozača i kandidata za vozače, kojim se liječnici obvezuju prijaviti policiji svako zdravstveno stanje svog pacijenta zbog kojeg ne bi trebao sjesti za volan dulje od šest mjeseci.

Za zdravstvene tegobe koje umanjuju sposobnost upravljanja automobilom, a liječnik procijeni da će trajati kraće od šest mjeseci, liječnik će upozoriti pacijenta na tu činjenicu. Njegovu će dijagnozu koja je rizična za sigurnost prometa, kao i činjenicu da mu je izrekao upozorenje, upisati u medicinsku dokumentaciju.

Prema novom pravilniku, pacijente se neće prijavljivati policiji za privremena stanja poput išijasa, kostobolje, upale očiju ili privremenog akutnog stresa koji se liječi sredstvima za smirenje koja ometaju koncentraciju pri vožnji.

Liječnik će ih upozoriti da ne bi trebalo voziti automobil, a odgovornost za izbjegavanje upravljanja vozilom sve dok se ne izliječe, bit će na pacijentu.
